Do all the terrorists and insurgents have to be captured or killed for troops to come home or is it that Democracy has to take root before US soldiers can come home? Or both? Or what?

It's been said time and time again that troops will be withdrawn when and only when Iraqi troops can operate and enforce security in their country as well as the newly formed democracy is strong enough to support itself....however don't ever expect full withdrawl, we will from now until the end of time maintain a military presence in that region

The US goal continues to be to provide the Iraqi people with a democracy and freedom, and a new government. They have helped establish a government, but Iraq still lacks freedom and democracy.AND her security measures are abyssmal. Hundreds of Iraqis die each week. US troops die also, but usually in smaller numbers. NO one will ever capture or kill all of the insurgents or all of the terrorists. There has been some success in killing or capturing these people, but the overall task is insurmountable and new recruits are being converted every day.
The U.S. has no intention of ever leaving Iraq. She may reduce her troop strength at some point, but her presence will remain for a very long time.... UNLESS of course, Iraq makes some type of deal in the future to encourage us to leave. But that is an unlikelihood...

Neither of your two questions are likely. There will always be insurgents and terrorists in that region. US will most likely never leave iraq just like we are still in the same bases that we use in WWII. so i think that the overall goal is to provide a safe region for the citizens of iraq. Also a free nation is better economically, which in the end will bring Iraq out of the hole its in
