can i use tgi 91/4 floor joist to span 15ft8in 16in on center?

no! You might get by with it, if it's not inspected, but you won't like it. It will bounce and shake noticeably, it probably won't crack or fall, but why chance it? double up every third one, and be sorta satisfied or go with 12" on center.

You can use it if your using 3/4 sheeting and placing blocking within the construction.Thats why they make TJI's
