Downgraded isn't the term you need here, for whatever reason it is being used in the example. There is no one word that I know of which will replace the word you're using. I think what is being said here is that the British considered the colonists as less than British citizens, and they were right in most respects since so many of the colonists were from other countries such as the Netherlands and Germany. Define what you're trying to say then look for an expression or a description to replace the word. Just keep things short and to the point, saying what you mean.

usually people are downgraded when they are given a demotion instead of promotion, you can also be downgraded when you are given a fancy title instead of a raise in pay.

Computer programs may be downgraded when a certain aspect is no longer relevant to that program, in example if you purchase the full MSoffice, and change it by removing one of its components like the database Access, you have then downgraded the application called MSoffice.
