It means the British government can make you do whatever they want. How can we defend against limitless power?

We have a choice, either submit to the tyrrany of pissed off British rulers, Or Fight against it... They chose to fight it, and now we have the United States of America.

It simply means that the British presumed the power to make binding laws on the colonists without need for the advice or consent of the colonists. The statement says that they could not simply submit unconditionally to such laws and, therefore, had to resist with force the right of the British to do so. This is the basis of the revolutionary war.

The British thought they had the right to govern us in all things without complants on our part.That left us with 2 alternatives: accepting it unconditionally or accepting the necessitity of a revolution or war on our part. The continental congress chose to revolt and start the revolution and gain arms against the British.

The British government was passing laws that affected the colonists in bad ways. The colonists are asking themselves how to respond.
Should we choose "unconditional submission" (just give in)?
OR
Should we choose "resistance by force" (should we fight)?
They chose the latter (the last). They chose to fight.

it simply means that the 2nd continental congress chooses war over submitting to england. sentence by sentence it says : the british government (parliment) states that they have the right to dictate all laws and rights of the colonists. the question "what is to defend..." is asking what right to defend against a power so complete. The last is saying that the congress has two choices....war or submit, they chose war. lucky for us
