It is a mix of small floating plant matter and the microorganisms that feed off of it. You can buy barley balls/mats at pond supplies that will keep the water clear for a few years.

It is a combination of factors that causes the problem.
1. You are keeping too many fishes and/or feeding a lot.
2. There is too much direct sunlight
3. Your biological filter is not sufficient and/or not functioning properly.
4. You are not changing you filter enough.
*note that this indicates that the dissolved minerals and salts in the pond water are relatively high, and should be reduced for the health of your pond fish etc.
Actions, indiviually or in combinations that can be done.
1. Keep fewer fishes
2. Feed less.
3.Add a mechanical filter (strainer) at the start of the filter and remove daily to reduce the dissolved wastes
4. Increase the quantity or size of your biological filter or filter medium.
5. Buy a special strain of cultivated bacteria that is more effective in removing the dissolved salts and can coagulate and settle better. Add undergravel filter also works. Do not wash your filter medium in the biological filter, except when scheduled or clogging. Wash using the same pond water, and not thoroughly as you want the bacteria to form again.
6. Change the water more frequently.
7. Provide a shade to the pond (either a roofing or plants in pots etc.

Because of the growth of green algae in the pond and algae needs to prepare for his own food it needs sun light for photosynthesis so they come up to recieve sunlight from the water surface. So they all come out to the surface and it looks green.

Too much sunlight. I've tried that pond algae fix stuff, didn't work for me. I've given up, just gonna relocate it to a shadier place. I'm afraid to see how big my pleco's gotten over the last few months, he was about 14 inches in April..........

because of the presence of algae and their respective oxidation.
Time to clean your pond. It can harm the fishes and aqua life in your pond. In worst case , harmful to humans also.
