Here is what you do. Look up the copy of the constitution and use that as a pattern. It does not have to be as involved as the U.S. Constitution, make it much simpler.
Use our governmental departments for the jobs. Under the Department of Eduction, you would have teachers, principals, etc. Under the Department of Defense you would have the military.
It sounds like a big project and I am too old and tired to do it. But give it a try. It doesn't have to be as difficult as you think.

You must be studying the Constitution of the United States. It sounds to me like you ether want someone to do your homework for you, you slept through class, or you didn't read your book. It won't do any good for someone to tell you the answer, you need to find it on your own.
