When do you say "Bring?" And when do you say "Bring out?"
What does that additional "out" imply?

The item brought in the first instance isn't hidden. In the second case it is.

Bring means to carry, posess or to take along. For example, "Did you bring the car keys?"

Bring out means to present. For example, "After we finish the cake, bring out the gifts."
