Like mentioned earlier...it is an emoticon. They allow people to show "emotion" in typed language. This helps the reader of the message get the intent of the person sending. There are several others.

:D - big grin
:P - Stiking out tounge
;) - winking
:~) - another smile, but you add a nose.

Now a days, most chat or messenger programs you know will convert these into what are called "smilies".
