I just remodeled my garage and I poured cement for a wall...

wouldn't you do the same thing in order to make a door sill? And, what kind of floor will you make inside the garage? are you going to level out the floor all the way up inside the garage (mine is slanted all the way from one end to the other end of the garage.)...

an outside landing and a sill under the door will keep some water out when it rains... or so I was told before.

I assume it's a prehung door with threshold...if you cannot level the threshold with a few shims and then plumb the jambs with shims...you may have a big problem.

You could put a sill under the door frame...but that would cause you to step up to go out the door.

Do a web search on self leveling compound. Its like a quick dry resin that you pour on concrete and it levels itself, but I don't know if your application would be appropriate. It is often used in tiling for rooms with a concrete base.

use cedar shims to level your door up and get it set. Use tapcon concrete screws to anchor it to the floor. later you can push cement under the threshold and caulk it up.
