Sometimes.
It depends on the person.
Take my mom for instance...
When she says to me "you are such a bum and you're going nowhere in life", what i actually hear is "please do something with your life because i don't want to see you waste away when you have potential."
And my husband...
When he says "i don't care if you go, it's cool", what i actually hear is "if you go, i am going to be so mad when you get home but i'll act like everything is okay...please don't go".
With others like my dad, there really is no need to read between the lines because he means what he says and he says what he means.
Therefore, it's all relative.
