The Sun radiates most when there is a Solar storm from which energetic particles are ejected. When these happen to occur when Earth is in the way, there is an increase in Auroral activity and electromagnetic interference.

Hi That depends on what is radiating. A hot iron radiates most just as its pulled from the fire. A supernova radiates most shortly are the cobalt-56 is formed. A toaster radiates the most just before it pops.
