you could call the police and they would tell you there is nothing that they can do unless they catch him...however, I would take pictures of him and spread them all over the neighborhood and have them captioned "Cat Flasher"

This is more funny than serious if anything else. I say if he does those gestures when he thinks your not around, just totally walk in front and just watch him make an idiot out himself, and if you dont feel comfortable just ask your parent to walk up to the window, then watch to see what happens

get your cats to planned parenthood for the pill, you know which one I'm talking about. In today's society we can't be to careful, your cats may be whores. I know it sounds shocking, you say "but my cat is so young ." and I understand, I had the same misconceptions about the purity of pussycats. I saw this thing on the news about how kitties, or kiddies I think the newscaster was drunk and slurring his speech or was that me? anyway these kitties were having sex parties so keep an eye on your cats. They may seem innocent, but its like they say , it's always the quite ones.
