My boss and I were going to a meeting today and I kept seeing the signs to adopt a highway- I am so curious as to what goes into this program. What do they expect of you and what do you have to contribute?

I think adopting a highway is just a more caring way for the goverment to get some money from people. Donations Isn't that what it's about Money makes the world-go-round or in this case.

Basically you are just expected to keep that stretch of highway clean. That's why it's usually done by a group or org. rather than a individual.

It becomes yours and you get to take it home with you. You have to then feed it every day and send it off to school in the morning.

In smaller towns it means you pledge to keep a section of roadway clear of litter. You can go out yourself and bag all the roadside trash. I have done this myself. In larger urban areas where you see the adopt-a-highway signs it means a company has contributed a certain amount of money to pay for the trash removal along their section. In return the company gets a sign by the road with its name on it.
