In the baby's formula says to add one unpacked level scoop, what is this?

After you have scooped out the formula from the can, gently shake the scoop side to side to level off the powder instead of tapping the scoop up and down on the side of the can. This will provide the amount recommended to prepare the formula.

Dip the scoop into the formula, level it off with the side of the can. Do not press it down like you would to get a cup of brown suger.

it means when you use the scoop ( or for some just a spoon) dont pack it in, or in other words, dont pat it down or make it compact together.
