It all depends on the situation. Some people are jealous for many reasons which include insecurity, low self esteem, self confidence and even their environment in which they were brought up. The thing is that you as the partner need to look at the person's background and see which is its cause. A lot of times the jealousy might be due to a past relationship or many past relationships in which the other person had cheated on them. In essence this creates a low self esteem cause the person will start to question if something is wrong with himself/herself why they were cheated on. Basically this would mean that you as the other partner would have to first give them that assurance of your trustworthiness and then once you have cornered a portion of it, you can then get into conversing to find the root of the problem.

My mother always said that jelous people don't trust themselves.
That may be true on some level. In my own opinion, jealous people are controlling. Be careful with it. If your mate is a jealous person by nature, you could be in for alot of unhappy years. Nobody wants to live under someone elses thumb. You don't want to live controlled by another persons fears.

It could be that they have been hurt like that in an earlier relationship. You might want to take a look at how you respond to the opposite sex, and what other people may be telling them.
