network, by this i mean, tell everyone you know about the position that is open. Also go to places where likely candidates might be and post it on the boards. Also, I think craigslist is really cheap.

Depending on which state you live in, the state job service likely has a free job listing website.
Another very effective way to reach people is to post a sign in your vehicle that says "Secretary Wanted" or "Janitor Wanted" or "Driver Wanted" or whatever. Include the phone number in large print. Keep it simple.
