Say you are on a site and you copy a photo and then when you make your website you past that photo. Is this legal to do? Does anyone else do that?

Typically it is not legal unless they give you the right to do so. Many sites, like Flikr, allow users to give out these rights through "Creative Commons Licenses."

It is a violation of copyright laws. If you did this with one of my pictures I would take legal action. You can ask permission to use an image from it's copyright owner, but to do so without permission is illegal and just plain wrong.

better is to ask the owner of the site from where you are copying the images.

no its not legal is they are claiming copyright
