it stops the ink leaking out during shipment.

if there's no air in the bag then the ink has nowhere to leak into, and likewise the vacuum also assists in keeping the ink in the catridge.

Perhaps so the air didn't dry the ink in the cartridge out before you received it?

there are up to 50 micro holes at the point of discharge. in case the cartridge is left open for a longer period even dust particles can block these.

or perhaps because if the cartridge is damaged it wont leak.
