Has this girl been having sex, its possible its semen from recent sexual relations.
Theres a chance it could be normal discharge befor menopause

If your overly worried, I know its hard, but get to a Doctor.

I would go see a doctor if I were you especially if the white liquid is accompanied by pain or odor it could be Bacterial Vaginosis. Its something that can be cured, but only a doctor can cure BV. But if the white liquid doesn't have an odor or there is no pain its probably normal discharge and there is nothing to worry about. If you're worried about it get it checked out.

I get this. My doc has said it is normal. Sometimes it is accompanied by an odor so, I wear the Always pantyliners with odor blocker. These also help to keep your underwear dry. I hate having that wet feeling like I peed my pants. Try the pantyliners! If it is accompanied by pain or itching I would go see a doctor. Otherwise, don't worry about it and know you are NOT alone!

This liquid you describe could be "female ejaculate". Scientists believe that female ejaculate is produced by the Skene's glands, which are located in a woman's urethra. The Skene's glands are made of tissue that is similar in composition to a man's prostate gland.

Female ejaculate has high levels of prostatic acid phosphatase (which is a chemical secreted by the prostate gland and found in semen), indicating that female ejaculate is similar in composition to semen (minus the sperm).

Additionally, this liquid could simply be her natural vaginal lubrication. Changes in lubrication over the lifetime and over the course of the menstrual cycle are common. Natural vaginal lubrication will vary from being thin and waterly like to being thick and mucous-like. What you describe seems to be something in the middle; it's perfectly normal and likely not cause for concern.

That does'nt sound very normal to me...it could be a number of things...a doctor's visit would be my advice!
