To smudge the liner under the eye for a smoky effect, personally mine does this after a few hours of wear and i have to wipe it. no need for a smudge sponge

You use it to blend your eyeliner after you put it on. Some people don't like a staright line of eyeliner on. Blending it makes it look a little bit more natural, especially if you aren't going to wear any eyeshadow with it. Using the little sponge thing on the end of the eyeliner to blend the liner is called "muting".

most woman use it to smudge the eyeliner applied but , it is really used to refrsh eyeliner when out for a while and have not had time to do relining just wet tip squeeze with tissue and freshen liner in a slow straight line as it was originally applied.
