a zero at the end of a number, after a decimal point does not change the number. it is the same as putting a zero before a digit (03 is the same as 3)

There is no difference between these two. The zero is the hundredths column shows that is a zero value.

Both mean the same thing - if you want to take it one step step futher - convert them to a fractions- 7/10 and 70/100 then convert to a percentage - 7 x 10 = 70
10 x 10 = 100
equals 70/100 which equals 70%. The best way to demonstrate this is to - using graph ruled paper label three columns as above and then line each number under the other. By doing this you can see that the 0.7 is the same value as the 0.70 because there are 7 tenths but no value in the hundredths column whether there is a zero there or not.

This may not be expained the way a 4th grader would explain it, but the information here could be used to create something he/she could understand and explain.

The answer is 7 tens. How I come up with the answer is:
0.70 going from left to right (the first zero that you see (0) is in the hundeth's spot, 7 is in the tens spot and the 0 is in the one's spot)

The zeros hold a place, but have no value. The only number of value in the 7 and it in following the point.

when a zero is at the end of a decimal it doesnt necessarily mean anything like .450 = .45 also but if its before like this .045 you cant take it away because its 45 thousandths.
