Are there any countries where opium is legal?

AS far as I can tell, while growing opium is legal in Afghanistan, smoking it isn't.

And it's no longer legal in China; the Communist Party outlawed it years ago.

opium is (from what i have found) illegal all over the world, but i do know that HAVING small quantities of drugs in mexico is legal, but that only applies to mexican citizens.
it also may be legal to smoke it in india, but im not sure
as far as the middle east, it's only legal to cultivate it for medical purposes only and more then likely its illegal to smoke it becuase muslim religion states that you can't use drugs of any type i.e. weed, alcohol ect.
