There are some places like pampers and huggies that will give her some really good deals on diapers if she sends them a copy of the birth certificate when they are born to prove that she had twins. Also, you have her contact similac, they do special offers of mommies with multiples. Another good resource for getting free baby stuff is Freecycle. Try to find your local Yahoo!freecycle group and she can get some really good used free stuff like cribs, clothing, toys, etc.

My sister just had twin boys. They are 6 weeks old now. Heres what we did as a family...
We went yardsaling for swings, bouncy seats, clothing
She started buying diapers when she found out. The store brand at wal-mart 5.75 for a package of 40.
She got on crib from a wealthy family at a yardsale, the other from a used baby store that had a good reputation.
For her baby shower she asked for things like baby shampoo, wipes, diapers, blankets, and her carseats, and store gift cards so she could get things she still needed.
She also wound up with an abundance of clothing.
Your sister could look for a local Pregnancy Care Net center they sometimes have clothing and donation rooms. Also post on Freecycle.com if there is one in your area.
Don't let her be ashamed of buying used. Or accepting freebies.
I am a single mother of 3 and do this. My kids are well dress and well cared for.
Doing this my sisters boys are well dress, pampered, and will be spoiled (already are). They have enought to actually last them the first year.

Hold a baby shower for her and go shopping at garage sales. Don't buy a crib or car seat at those though. They might not be up to code.

Go down to your local welfare or county office and see if she qualifies for WIC or food stamps. Also, buy second hand clothes. You can sometimes find really good stuff at garage sales and goodwill.

Borrow and buy cheap. Join a MOPS or any other Moms group for support....emotional, etc.
I borrow EVERYTHING - from cribs, to car seats, to clothes and coats, strollers, I mean EVERYTHING! Don't be proud - be practical!
