3 hours and 45 min is 225 mins
1 min is 60 seconds
1 hour is 60 min
1 kilometer is 1000 meter

so:

145 km/225 min x 60min/ 1 hr = 38.67 km/hr

then

145km/225 min x 1 min/ 60 sec x 1000 m/ 1 km = 10.74 m/sec

km/hr is kilometers divided by hours. In this case you'd use 145 for kilometers, and 3.75 since 3 hours and 45 minutes is 3 and 3/4th of an hour. That gives you 38.667 km/hr. To convert that to m/s, there are 1000 meters in a kilometer, so multiply by 1000. There are 3600 seconds in an hour, so divide that by 3600. It doesn't matter if you multipy your original data, or your final answer it will all come out the same. You should get 10.74 m/s for B.
