Certainly not. You cannot put a time limit oN "peoples misery." You don't remember the days of pay toilets I guess. They got rid of them for that reason.

I spent today in a hospital (several hours in fact), yes I used the restroom, It was necessary cuz I was nervous and drinking a lot of beverages.

A time limit? I don't know, doesn't take me very long in a public restroom (Not my favorite place to hang out even if they are clean)

I try never to use the bathroom outside unless it is an emergency. There should be a time limit on all toilets to stop people taking advantage of them e.g men doing you know what

cause they gotta go, if a person needs a restroom then they need a toilet. you can not put a limit on someone using a toilet....

They use it because it is there for the public, and they need to go! What drives me nuts is in the staff washroom at work you will find magazines and books in the stall. I cant imagine doing the "reading room" thing at work, firstly how do you have the time, and secondly, I can't fathom sitting in a stall--at work--doing the deed in a leisurely fashion! Yuck!

i dont use public restrooms...too many germs
but how the heck u suppose to put a time limit on them
plus there shoudl be more than one...lol..find another one to use!!!!
