210m^3=210*10^6 cm^3
210m^3=210*1000 litres
210m^3=210*10^9 millilitres

Well I suppose how to pass a number from m to cm (you have to move 2 places to the left) in this case as it is cubic (^3) each place is 3 times for example the number 210m^3 is 210 000 000 cm^3.
To pass m^3 to mm you must remeber that:
1 m^3 = 1000 m so you have your 210 m^3 equals to 210 000 m and now you transform from m to mm, and the final result is:
210 000 000 mm

To easy up things a little I'll tell you what they told me in school maybe it can help you:
1000m = 1m^3
1mm = 1 cm^3
