If yes the do you always keep it on for charge even if the PC is turned off? Don't it gets over charged and damaged?

It always needs to be on. There is a voltage regulator that only allows the battery to charge when necessary. The battery works sort of like a capacitor.

I use a UPS because of the power fluctuations in the area I live in and do leave it on when my computer is not on. The load voltage is kept constant by the variable voltage regulator.
The system is fully protected against large Input Voltage variations and Overload/Short circuit at the Output.

I agree with the first respondant, plus, it is in effective if you turn it off, the voltage it uses on stand by is minimal, plus even with your computer turned off there is electricity running into it.

The shutdown program with some UPS devices can be compimised if continually shut off, and if that is the case, invest in a good surge protector and save your money
