by that i mean how long do they have to be around releasing albums and performing in general.

It's 25 years before a band is eligible for inclusion, but since admission is based on the whim of a bunch of inadequate, embittered, self-important music "journalists" how long it will actually take after that is anyone's guess.

Rush still isn't there after over 30--all because they achieved massive success in defiance of the rock media's indifference to them. Rock journalists hate any band that doesn't owe their success to them, and the only way they can vent their frustration is to block those bands' entry into the Hall of Fame.

Artists become eligible for induction 25 years after the release of their first record. Criteria include the influence and significance of the artist’s contributions to the development and perpetuation of rock and roll.

I believe they become *eligible* 25 years after their first album release.

Of course, as far as actually getting *inducted* is concerned, the jury's still out. Many oh-so-deserving bands have gotten the shaft for too long, including Judas Priest, Rush, the Moody Blues, Yes, Deep Purple, and Kansas, while Black Sabbath *finally* got in recently after an undeservedly long delay. (shakes head)
