You can try the "Whispering Gallery" in St.Paul's cathedral - sound travels all the way around the dome and you can hear what is said from the other side.
In the round Templar church in the Inner Temple, it is so quiet in spite of being in the heart of London that it feels as though you are in another dimension..
At the top of the Monument - when you get to the top of all those steps the view is fantastic and she will be too out of breath to say no.
Good luck - I have done it in all those places with three different wives and it worked every time - there is also another place with another wife but you only asked for three.

In answer to the question.....I think you should visit a few of the above mentioned places for yourself first and see what feels right for you. What's romantic for one person may not be for another. Also think very carefully about what environment does it for your partner and both of you as a couple.
Sorry I can't inject any places to help you decide as I'm not a city lover myself but good luck and I hope she says yes.

london eye,over looking buckingham palace and the houses or parilment (and the dome in the far distance!)
On a boat trip along the thames (passing the london eye!) maybe at wimbledon? cant think of any others - good luck
