he feels that he cannot say i love you w/out seeing you first.

That he does not love you or else he would of said it back. He may want to see you in person because what you said made him feel good about himself. He also might feel it is a good time to have sex. So I do not know, ask him why he wants to see you and that will give you the answer.

Generally when a guy doen't say "I love you too" or something like that they are dodging the question because they don't feel the same way.
I believe what he ment by the "I want to see you" is that now he beleives that since you love him you would be receptive to starting a sexual relationship (if you haven't done so).
You need to call him back and ask him what he ment by it and then decide if that is what you want or don't want in the relationship.
