Get yourself a sewing machine.

Do it yourself.
Get lots of friends (with sewing machines) to help you.
Contact a local college - try & get a bunch of fashion students to help.
Put an ad. in the local shop asking for help.

Burma or Laose are two good countrys for making cloths and cheap costs. Go there do some on the ground research!!

er.... take a holiday to india. wander out into the industrial sector, job done.
