I think it must be the Brits. I work outside the Millenium Stadium in Cardiff on match days and I know out of the British football teams, the worst I've come across are the Liverpool fans. At best, they're downright rude and at worst they're sexually abusive. I won't work outside again when Liverpool play as it's quite scary for a woman to have to deal with those people (the women as well as the men). Most other teams fans are fine to work with and it can be really good fun, but Liverpool fans are really unpleasant, even the kids.

The English used to have the worst record of football violence until the authorities got tougher with the louts.
The Turks, Greeks, Dutch and German hooligans have all had their moments of shame. There's no love lost between Holland and Germany and at one time any game between teams from those nations was classified high risk.
The atmosphere in a Turkish football ground is always very hostile, but it rarely boils over into violence. The main exception being when Leeds played. I think we can all remember what happened.
For me, the worst offenders are from South and Central America, with Argentina being the country not to go to. Rivallry between the bigger clubs like Boca Juniors and River Plate have resulted in a lot of deaths, maimings and other serious injuries.
Hardly a week goes by without there being some news item about the latest outburst of violence on the terraces. It's a shame, because the Argentinian league, while not having the depth of great teams that European leagues can boast, still gives some very exciting football. I don't understand why the fans can't watch the game, enjoy the spectacle and not concern themselves with trying to make some child fatherless.

I reckon South America has the worst hooligans. mostly Argentina & Columbia. 1 in evry 2 matches is abandoned in the Argentinian leaugue.
