Lower. Higher elevation means lower barometric pressure. Lower barometric pressure allows steam to exist at lower temperatures without condensing.

It boils at a lower temp at higher elevations.

The reason: it is easier for the liquid to go into the gas phase since there is less pressure from above. The temp will continue to drop until the boiling point is actually the same as the ambient temp and it will be impossible to have liquid water. This is why there are no water clouds in space and why astronauts don't wash the space shuttle until they get back to earth ;).

Think about this:

PV = nRT

Higher elevations have lower temperatures, so if the Pressure goes down, the temperature will go down proportionately, thus lowering the temperature required to boil water.
