Go to an auto store and get a product made for that purpose. Bug and Tar Remover. Saturn has its own brand; Turtle Wax makes one; Citrus Magic makes one.

After using the bug&tar remover, it's best to apply a light coat of car wax and buff. A regular cleaner wax will help to remove any remaining traces of tar and protect the finish.

Gas on a rag works and won't hurt the paint.
