You should do ONLY what you are comfortable with doing. EVER!!!
Don't let anyone EVER tell you any different. NO ONE has a say over your body but you!!
As for foreplay - sometimes its enough.. but doing it only invites more playing round.. that goes a littel further each time...
As for saving yourself. I guess it depends on what you consider what "going all the way" means?
for some its oral, vaginal or anal penitration.
for others its just vaginal penitration.
You need to decide what it means to you and what your limits are and then stick by them!! Don't let anyone talk you into doig aything for anyone that you don't want to do.

one of my best friends has decided to remain a virgin. she is in her 20's and so far has had her heart broken SEVERAL times because the men she dates all say yeah sure I am cool with it but after awhile bail because of no sex.
However her reasons aren't religious and neither is she so maybe if you are seeing a religious guy maybe he will wait.

dont you get excited when the 4 play getting it on and youre all worked up and then theres no sex do you at least have a number of orgasims during. Then thats all you need is four play and you can save the sex when you get married but you still can catch whatever

Fore play is fine, go with your heart or you will regret it. If he is the one you will be with for the rest of your life, he will be satisfied to wait. There are so many more aspects of love that don't include sex. You cannot betray yourself to make a relationship work. What if you relent and eventually things don't work between the two of you?

... but a question: Is he complaining about the lack of penetration? You may see a problem where there is none, or you secretly want to give yourself to him, but can't reconcile that thought with your current belief set.
I won't make the choice for you. You really have to think long and hard (sorry), cuz you're the only one who will have to deal with the consequences of your actions... good and bad.
