This goes to "MOMMY KNOWS EVERYTHING": Well I do do serious researching on Answers, and so do many other persons do... when they have no one to ask that... or no one they know knows the answer to their question!!!

Then call your local Clerk of Courts and ask them what the procedure is. It won't be the same everywhere. (NOBODY does serious research by posting a question on Yahoo Answers)

I think you have to go to a court and pay 50 to 100 dollors! I hope you find what you need for writing a book!

You have to fill out some court papers, and you also have to bring with you to court someone who has known you for years, which I think is kind of weird!
