Funny: you could always kill whomever PMS's you off, and blow up items that add to your frustration...

Straight answers: 1) caffeine, St. John's Wort, or other herbs or medication can stabilize your mood. 2) hormone therapy might help.

Evening Primrose tablets. Take them the week before and during your period. Buy the CVS brand which is much less expensive and just as good.
