I'm really loving Carbon/Silicon's "The News" (download for free on their web site) -- it's got a great riff and incredibly cheerful lyrics. The chorus is "Good morning here's the news and all of it is good; good evening here's the news and all of it is good -- and the weather's good!"
"Bottle of Smoke" by The Pogues. Very upbeat tune about winning big at the track.
"Celebrate Summer" by T.Rex. Just makes me want to dance.
"Rock Lobster" by The B-52s

This is so not rock songs, but you'd probably get a giggle out of the person. The Sound of Music soundtrack as well as the Greese Soundtrack are full of fun songs that we all know and love. I know my kids are teenagers (16 and 14) and even though it's not cool, when I put either of those two soundtracks in my disc changer, they sing as if they were auditioning for a part in either of those musicals, they love it!

Fat bottomed girls by Queen always cheers me up, actually pretty much anything by queen will do the trick. Jack johnson has some nice sunny feel good songs, but my favourite has to be two thousand places by the polyphonic spree, thats a great song
