my dad's parents are english but my dad grew up in germany so does that make me mostly english or german?

You are English, even thought your dad grew up in Germany, that doesn't make him German.

You're English....or of English descent. Where your father grew up has nothing to do with your descency. If you had grown up in Germany I would say culturally speaking you might be German...but since it was your dad and not you, you're English.
Unless you were born in the United States. Than you are American of English/British ancestry.

Where were you born and raised. Going by your dad, you aren't German at all. He was just raised there. His parents are English, and that's what's in your blood. And don't forget mom. You didn't mention where she is from.
