Depends where the cut is and how long it takes to get cut off. Cuts that are high up on the neck terminate all brain activity immediately, instant death. Lower cuts prolong the dying. In the case of be-headings like happen in Iraq, the dying process is quite long because the cutting process starts in the front and works around to the sides and back. The victim starts profuse bleeding and the loss of blood flow to the brain will cause unconsciousness in less than a minute, probably about 20 - 30 seconds. Once the spinal cord is finally cut then death is achieved.

As long as blood is pumping through the brain. If it is severed, the heart can't supply the brain and the brain will be starved of oxygen and blood. About 20 seconds give or take the physical condition of the body that was attached to the severed head.

Difficult to say. Some would say that the severing of the spinal chord would cause instant death. Others say that it is the loss of blood to the brain that leads to death which would be about 20 seconds or so.
There are some high profile investigations into this and some well-publicised myths dating from the French Revolution. But there is very little convincing data. The guillotine fell eventually into disrepute though because the 'humane' nature of it's killing was brought convincingly into question.
