I think you can't force yourself, because you are afraid of rejection. It happens, even to the best of us.
If you want to have him think 'he' made the first move, then why not shoot him a look. Perhaps a funny face, or even a scowl. Bravery will be the key when he comes over to you to ask ... 'Hey, what was that for?'. Don't go blowing this golden opportunity. You can even explain how shy you were, and this was the only way you knew how to get his attention.
In essence per se, HE made the first move, but still he felt compelled to do more than just look your way. Call it playful, call it effective, but hey .. as long as he calls you after this, then the whole game becomes worth it. I truly hope he turns out to be everything you want in a man .. and then some.

Find one thing you like about him (his shirt, his shoes, his hair, etc) and use it to strike up a conversation by complimenting him. Pick something you can be sincere about without coming across as desperate. If you like his sweater, tell him you really like it and then ask where he purchased it. Act as if you want the same sweater. If he answers and then turns his body away from you he's not interested, move on. If he answers with a smile and doesn't look uncomfortable have a second topic of conversation ready to go from there. IE: "Excuse me, I couldn't help noticing your sweater. I've been looking for one like that. It looks great! Did you buy it around here? " Let's say he smiles and says "yes, I bought it at Target for $10" (LOL!) you can followup with "You're kidding me. You got that for TEN BUCKS?! Are you a bargain hunter or did you just get lucky?" He should pick up the conversation and run from there.

welll.... doing something to "make" him make the first move is just as much work as actually making the first move... you know what i mean? so you might as well just make the move yourself. it just seems simpler. plus, people like that. it shows self-confidence.
