the gas lines have been blown out (no spiders.) The pilot is blue and strong.

After the pilot lights, are you holding the button down for awhile before turning to on?

Are you bleeding off all the air in the lines first? It sounds like there is air blowing out the pilot before the gas gets there!! Let the valve open until you smell the gas,, blow away the fumes and wait until it clears,, then re-light the pilot..

The thermocouple is bad. You can try to take it loose from the valve and clean corrosion off that end. They don't cost much so just get a new one. If that does not help then it is the valve.
