You need permission for the right to cross the pavement with a vehicle and the council have to put a dropped kerb in.

It should be easy enough to get permission as long as your front garden is long enough (I think it's 15' minimum but I could be wrong). They may insist on what type of construction the drive should be (some won't allow gravel drives) but that shouldn't be too much of an obstacle.

When I had it done at my old house it cost £275 but all councils have their own prices and most of the money is spent on the dropped kerb.

The fact you are in a council house will have no bearing on the outcome of your application.

the council have to agree it because you do not own the house. but you dont need planning permission if your drive to be is not on a main road.

Would have thought its easier than if you live on a main road.
