Just a guess here after skimming a wikipedia article to confirm what I believed to be North America's acacia tres. The honey locust and the black locust are acacias and members of the leguminosae family. They get beautiful flower pods that produce long (beanlike in shape hence leguminosae) seed pods that are a pain in the butt to clean up after. Bilaterally pinnate leaves. I would say yes, flower and foliage.

There are 800 species of tender deciduous and evergreen shrubs and trees of the genus Acacia.Some species are leafless. Most when not all have yellow flowers.
Robinia pseudoacacia is the Latin name for the common or false Acacia.
