You don't sound very serious about it but for starters.
Learn XHTML/HTML, CSS, Javascript, PHP, MySQL databases (those two especialy), and maybe Ajax.

Firstly check out www.startups.co.uk. This will give you some general info on starting up a business.
Secondly research your competitors. check out what they are doing and try and see what sells best.
Remember that having a website is all well and good but you need to market it, otherwise its like having a shop in the middle of the jungle. You might have a great product but no-one will buy it if they dont know its there. Best thing to do is strike up a deal with a website marketer (maybe spk to your web designers). Maybe offer them a deal, say they take 10% of sales and in return they market the site for you. This way it keeps them motivated to bring sales in. The more traffic they bring to your site, the more money they make (as well as you). Then everyones a winner. This also saves you paying one-off fees every few months.
Check out www.worldpay.com if you need e-commerce (credit card facilities, although your designers will probably do this for you).

Obviously, you need to learn web design and get web space. If you have some web space from your ISP start by using that. then you can buy more space to start your online business. The type of business depends on your assets. You need some financial assets - but mainly a good idea to attract people to your website. A computer network and 2 computers helps too. I have my desktop and laptop on a wireless network. Visit my website - it's only 15 Mb and I used the space provided by my ISP to start to learn web design. My email address is on it. You can email me if you are serious about making money on the Internet. You are welcome to "steal" ideas from my little website.
