Might be a vacuum leak on the breathing system, as the car runs faster the vacuum becomes greater, if there is an airleak it corrupts the air fuel mix, check the breathing system for airleaks, if you find one stem the leak

The car needs a few things to make it go... seems to idle fine so we know a couple of things... At 850 rpm, there is enough air flow. At 850 rpm, there is enough fuel flow, and... at idle (850rpm) the computer is getting a closed throttle indication from the TPS (throttle position sensor).
Since the computer controls the timing advance, no changes have been made to the distributor, and the engines idles fine, it would appear that timing is not the issue.
On a fuel injected car, i.e. your Civic DX, giving it gas only does one thing and it has nothing to do with fuel. Pressing on the gas opens a butterfly valve in the throttle body to allow more air to get in. The throttle position sensor tells the computer you are letting in more air and it answers the call by sending a longer duration signal to the fuel injectors to allow a corresponding amount of fuel to enter the cylinders.
So... here's what could be happening...
1. Dirty air filter - Except for monitorring of combustion products by way of the oxygen sensor, the computer has no real way of knowing just how much air entered when you opened the throttle. Be sure you have a good air filter installed.
2. Dirty fuel filter - Except for monitorring of combustion products by way of the oxygen sensor, the computer has no real way of knowing just how much fuel entered when it increased the signal duration to the fuel injectors. Be sure you have good fuel filters installed.
3. The fuel pump maintains fuel pressure at about 40 psi. If it isn't doing it's job, it cannot provide the proper amount of fuel on demand. Generally, the car will spit and sputter and run rough when this is the problem though...
4. TPS (Throttle Position Sensor) This is your most likely candidate as the computer may think you are at idle even when the throttle plate opens and lets in more air. The fuel/air mixture immediately turns lean to the point it cannot continue to run.

Could be any number of things, but if you have not changed the fuel filter, you may try this first. If the filter is good what about the air filter? Next would be to check for any restrictions in the Catalytic converter. When was the last time you gave it a tuneup? Before you give up on take it to shop or 2 for an estimate to repair.

ok it being a 90 model im assuming it has a butt load of miles on it...has the timming belt ever been changed? if it hasnt and even if it has it sounds like the belt jumped throwin it oout of time...the only way to fix it to pull it appart and check the marks hondas are what they call interference engine so if its off more than like 2 teeth u can kiss that engine good buy...

Did you recently change the oil or add oil? If this is the case you may have over filled it and the engine is flooded. You have to drain it out all over again. this time only filling it halfway. Or it may be the Carburetor. If the car has low miles and is in decent condition , it might be worth spending the 200 bucks. Good luck

Take it to a local mechanic and have him put it on the scope..it sounds like it needs timing..........not a big deal..have it tuned up..always change the PVC valve and the gas filter when they do the tune up..these are not expensive.

You probably have a clogged fuel filter, or worst case, rust in the gas tank may be clogging your fuel line.
