There are many different ways that power can be split...
A confederate or commonwealth system gives the states almost complete power, with very little federal oversight.
In contrast, a federalist system has a strong central federal govt with the states subordinate.
In the US, we started with a confederacy system, but dropped it when the Constitution was written to create a federalist system. The American Civil War was over that same dispute.

The 10th Amendment to the US Consitution allows the States to adopt powers that the Federal Government could care less about.
The powers not reserved for the United States by the Constitution, nor prohibited by it to the States, are delegated to the States respectively, or to the people.
