It depends, is the paint chipping? If not, you can paint over it. Make sure that you use a primer over the old paint though.

Lemme put it this way... my house was built in 1948. There is 2-10ths of an inch of paint on the walls. That is ALOT of paint. Strip it if necessary, but you can just paint over it with primer first then do the red.

if the old paint is still good by that i mean it isnt falling off the wall then just paint over it it`ll save you alot of time n work just be sure to have some left over in case some peels then you just have to touch up n not peel off all the paint

If the red is darker than the blue you should be ok. But if you are really concerned you can get a paint primer.

Paint over it. Clean it good first and let that dry for a day or so. You want to make sure you get the old cooking grime off the walls.

You might not care to change your mind about painting your kitchen red -but If you don't mind I'd care to share what I know about how color affects us. If you plan on eating in you kitchen then I have to warn you that red increases appetite.
This might be hard to believe yet I would incourage you to look this up. Just look around: (mostly) all the fast food restaraunt use this scheme- and it is no coincidence.

Prime it first. Have the paint guy add red into your primer so it will be easier to cover later.

paint over it white first to kill off the colour, it doesn't have to be totally opaque, and then paint the red afterwards...it looks pretty nice..I have a red kitchen myself...
