Read! Read! Read! (and maybe then write too)
All those out there who write on a constant basis and love writing had better read a lot and especially good enlightening stuff in order to keep their writing at a high level.
Reading is the best way to improve one's culture and knowledge. Writing is for perpetuating that culture and knowledge along with a personal touch.
So, I say reading rules writing.

Both. Without Reading there would be no Writing, and without Writing no Reading. They go hand in hand. I do both actually, love a good book and have several of my own in various stages of becoming novels.
