weight would be the biggest factor i believe,,,,,
and if the steel is a high carbon type, it will not carry magnetic properties, and that wouldn't work in differentiating the two.

A quick way to tell the difference would be to use a magnet. The steel would be attracted. To tell for sure what each was do a density test. Find the mass of each. Measue the blocks and calculate volume, then use the density formula. D=m/v

If they're the same size, the steel block will be heavier, as steel is denser than aluminum.
